"Productive Municipality": Alianza de Sierra and Selva Exportadora with Mayors to face the challenge of 5 million ha

The changes in Peru, in regard to agriculture, have been favorable to the development of the industrial conception of crops. These aim to extend the layers of land suitable for agricultural development, diversify product varieties, professionally train farmers and the good use of new technologies in this development, both in the use of water, clean energy, in the use of substrates, or of the genetic intervention of plants or seeds.

In August of 2016 the range of responsibilities of Sierra Exportadora was extended by Law, converting it into Sierra and Selva Exportadora, which implies a great challenge for the institution, led by Mr. Alfonso Velásquez. There are no less than 5 million hectares that will be adapted for agricultural use and in which the agency must promote and develop strategies for the best use and good use, resulting in turning Peru into a world power in the industry agrifood.

The strategy of Sierra and Selva Exportadora has not been long in coming and contemplates encouraging the local estates, such as the municipalities, in the task of developing human and material resources suitable to offer Peruvian products in international markets.

At present, more than 22.000 producers and municipal authorities of 18 regions of the country have been beneficiaries of the various trainings that Sierra and Selva Exportadora has carried out between January and September, far exceeding what was done at 2015.

The idea of ​​these trainings is to generate a standardized production, of good quality and with affordable prices, and they included the implementation of the Good Agricultural Practices (GAP) for the different products. All this with a view to more competitive access to the internal and external market.

In the case of municipal authorities, they were trained in good municipal management practices through the promotion of the "Productive Municipality" strategy, which seeks to empower them, as managers of the development of their own territories through the development of activities economics of scale.

In this strategic perspective, Sierra y Selva Exportadora held the first Forum-Workshop "Municipality and Productive Mayor" in alliance with the provincial municipality of Sechura, Piura region, which aimed to show the new approach of municipal management in local development, as well as leadership in public management through the experiences of the mayors of La Matanza and Tambogrande, winners of the National Productive Mayor Award (PNAP) 2013 and 2015.

During this activity, the work of a mayor was highlighted as the "ideal" person, who knows the reality of their territory, in terms of the resources available to promote the associativity of the producers and visualize the potential products of their area.

On the occasion, the district mayor of La Matanza, Nelson Mío Reyes, presented the excellent results that significantly impacted the population of this area, which made him one of the five 2013 Productive Mayors of Peru. Among his most important achievements is the promotion of integral and local economic development, through the consolidation of productive chains. In order to improve the competitiveness of the vegetable production chain, she managed the construction of a processing plant generating 40 permanent jobs for women in her district.

For his part, the mayor of Tambogrande, Gabriel Madrid Orue, who obtained the title of Productive Mayor 2015 in the category of Public-Private Partnerships, highlighted the work of Sierra and Selva Exportadora and said that his first action was to reactivate the Management of Local Economic Development to start promoting agriculture in Tambogrande, since the 90 percent of the population of that locality is directly and indirectly dedicated to this sector. He also highlighted the alliances and agreements he signed with various NGOs, ministries and private companies that allowed generating development in the Tambogrande poverty belts.

Alfonso Velásquez, president of Sierra and Selva Exportadora, aims at several objectives at the same time, and which mainly go through the challenge of occupying with crops and various undertakings the 5 million hectares that the State has assigned them; develop crops of products that are profitable for producers; start the industrial cultivation of native and unique products, such as pushgay, in the world of berries, or paiche, which is the largest fish in the Amazon, in danger of extinction, among the hundreds of products that Peru can offer, and Above all, ensure that Peruvian products are marketed in the most varied international markets.
